Premium fluid?

The fluid I use claims to remain liquid down to -25F degrees. Maybe the label is lying to me, but still: 32F degrees and the rear clogs up? The 9-5 rear washer was just serviced by the garage a few weeks ago, and a new cap over the shaft of the rear wiper was mounted. The front nozzles work.
The scenario is always the same. The temperature drops, then I go through new valves, clean the nozzles, blow through the hoses, and even add washer concentrate (which is hard to get anymore) to the washer fluid. But on all three Saab models, the rear washer will still clog at frost temperatures. (Can't blame GM, since the 9000 was all Saab.) So what gives?
My hypothesis is this: the length of the rear hose is pressed up against the sheet steel in the roof, and therefore is so exposed to low temperature that the fluid freezes notwithstanding claims on the labels of bottles. But I am not about to pull down the headliner to prove or disprove this. Does anyone know?
