Bad front Rotors?

Seems like the front brake pads aren't grabbing all of the rotor surface. The pad clean out the surface rust radially from both the inside and outside, but a wide belt of rust remain in the middle. Same rust belt on both front rotors, though one is a bit wider. My honest Indy thinks that the rotors have ridges on them and should be replaced/resurfaced since I'm getting ~50% braking energy. Pads have less than 1K miles on them. What are the chances that the pads weren't installed properly in the first place?
