Just because the EVAP purge valve is ticking at the time you look at it, doesn't mean much in what it does all the other hours of the day when you drive the car.
These valves are notorious to go bad intermittently and go back to working order again.
This is one of the repairs where you just go in and replace the part and see if it cures the problem. Or spend hours and hours of searching for another problem that might not even be there.
If the fault code comes back again, that's when you start to search for another problem, but you still don't install the old valve since they are so bad and will go bad at some point and time.
This is one of the emission related parts where the industry have failed miserably and created a monster in repair costs. If at least the valve would be as cheap as some of the Volvos ($22.00) it wouldn't be that big of a deal to throw another one in, but the 9-3/9-5 valve is around $165.00 and it does the same job as the Volvo one for $22.00. And no, you can't use the Volvo one.
