If it is only a problem when you turn on the high beams, then you have a faulty shutter. The xenons on the 9-5 are set up so that when the low beams are on, there is like a little eye lid that covers part of the bulb, and when you switch to high beams, the eye lid/shutter opens up. Sorry, but I dont know what the fix is for a bad shutter.
