The engine CPU is located under the windshield cowling in front of the passenger seat. For more details go to the http://www.genuinesaab.com web site and start browsing through their pages on ECU upgrades and replacements. They used to have (and probably still do) pictorial instructions on how to remove and replace this controller - which naturally gives great details on its exact location.
The theft alarm siren is located in the driver's side front wheel well. Remove the front wheel, remove / peel back the front half of the inner fender, and you will see it bolted to the rear of the washer solution resevoir. Search my past postings on this topic and you will find a link to a set of instructions posted by a Swiss owner related to siren battery replacement which details the location of this component.
