My 2001 9-5 Aero CPO also lacked this part. Funny, I specifically asked the selling dealer (who, in retrospect, I wouldn't trust to install this part without professional supervision...) if my Aero was a non-smoker vehicle. He replied that it was. I never smelled any tobacco in it when I bought it (it wasn't what anyone would call "detailed" or even that clean in side when it was delivered, but that's another story.) - nor have I smelled any funny stuff in the almost 2 years that I've owned the car. It was delivered without either the cigarette lighter piece, or any cover for the socket.
I paid $2.49 for the grey plastic cover at the dealer. The parts guy thought it was pretty funny, even at that price.
Oddly enough, I eventually "discovered" the two rear door ashtrays in place, which I surely had no use for. I sold them on eBay for something ridiculous like $40 or so. When I went back to the dealer looking for the little Saab felt pieces to cover over the ashtray "socket" holes in the door pockets, the parts guy and I had another good laugh. Saab had different part numbers AND different prices for the left and right pieces of felt! Since both were over $11.00 each, I declined the opportunity to buy them, and used two scraps of grey indoor/outdoor carpeting, which I cut to size with a homemade template, and stuck them on with double-sided ta[pe. Total cost: $0.
