There are plastic flaps which break over time and cause the heater box to remain closed. They are supposed to operate electronically, but when they break, they remain closed. It is an expensive repair, however, I did an extensive search on the Board last winter and found a substitute repair which in turn saved me hundreds of dollars. The box itself is not expensive, but the dash has to come out to get to it. My car was freezing last winter until I had this repaired. I'll bet you are suffering from the same thing.
