If the wheel is bent and balanced, it is balances when spinning in the air. Yes the ride would be poor, but when back on the balance machine the balance should not have changed.
Is this an aftermarket wheel with a missing or incorrect centering ring?
If one tire had a shifting belt, that could create a problem. But if all 4 tires are acting this way, I would suspect the balancing machine or centering rings. I would have a wheel balanced, then loosen the wheel clamp and rotate the wheel 180 degrees on the machines shaft and re-clamp and check the balance. If the result shows an out of balance then, the machine or a centering ring issue must be considered. Note wheel weight locations on each wheel or at least count them, in case a kid is collecting lead.
