I beleive that the reason why the Saab people came up with that piece of foam to wrap around the hot coolant hoses and the PCV hose is due to risk of icing up.
If you live and drive in parts of the world where certain temperatures and humidity comes into effect, it might be a chance for the pcv hose to ice up due to the rush of air going through (kind of like a venturi effect).
Maybe it will never happen but maybe it will for certain people so all depending on where they live, it might be needed to add that piece.
I have always wondered about the insulation tube on the little vacuum hose after the white check valve, but I beleive it is the same reason why they bother to add that foam tube from factory ever since the introduction of the 16V engine in 84.
