assume that you mean a 9-5? or maybe you mean a 1995 9000, and posted to the wrong board? anyway the answers are similar ....
by ICM I assume you mean Ignition Control Module. Saab owners generally call them a DIC or Direct Ignition Cassette or DI Cassette.
there is a way to test the DIC, check the FAQs at thesaabsite.com, it explains a simple way to test it.
wet plugs? this usually means you removed the plugs and saw wetness at the gap ... unburned gasoline. I suspect that if the DIC has failed, the ECU would detect that and not fire the injectors. so I would not expect wet plugs due to a DIC failure.
however if you mean that the OUTSIDE/Top of the spark plugs are wet (with an oily substance) then yes, it indicates that the DIC has failed and is leaking its dielectric oil into the top of the plugs.
