Halogens are coming on with the headlamp switch "ON"? Something is not right. You are right though that the halogen lamps are for flash-to-pass function only when the headlamps are "OFF" or in "Parking Lamps" only.
My passenger side xenon flickers after a long time on (long road trip) and eventually, it sets the Auto Leveling Warning Lamp on the dash and the auto levelers default to the full down position.
Is your Auto Headlamp leveler warning lamp on? It is hard to miss, I think it is below the fuel gage. If there is a fault detected with the auto leveling headlamps system, it will default to the full down position and your xenon's will appear very dim from the driver's seat.
