I installed the Saab/Remus exhaust system 3+ years ago on my 2000 lpt. At the time I had over 90,000 miles on the car. Installation was a snap, it fit perfectly, and I like the increased rumble of the exhaust note with this system. The Saab/Remus system has been discontinued but I understand the Simmons system fits just as well.
By themselves, the improved exhaust system and down pipe will add only 5 to 10HP each to your car. Whether anyone can really feel a 10HP to 15HP power increase is subject to debate.
However; your car is a 1999 model and my suspicion is that as our cars age and accumulate miles, the catalytic converter gradually plugs and the car is being choked by a highly restrictive exhaust system. Installation of a 3-inch downpipe on an older car should result in a very measurable performance increase! My opinon only, no measued data to substantiate.
One other improvement for 1999 model year non-Aero cars is to replace the turbo inlet pipe. The non-Aero 1999 models have the most restrictive piece of plumbing, the 1999 Aeros and all models of 2000 thru 2005 have a better pipe. The 2006 models have received an additional improvement in this area but require replacement of the turbo charger to accomodate the better pipe. Although not as good as an aftermarket turbo inlet pipe, retrofitting any of the 2000 thru 2005 pipes to your car (a simple bolt in) will yield more ponies/performance at little cost. Aftermarket pipes are $350 and up, a used OEM pipe will probably be $50 or less.
