It could also be a bad check valve to the servo. It also acts to hold vacuum. If you turn off the car you should be able to depress pedal easily once or twice. Then it will get hard. Holding the brake pedal, turn the car on and it should depress a little. Test to see how long it holds vacuum after shutoff. Do you ever notice a problem while driving? Can you hear a hissing sound near your feet during braking?
