Emergency Brake

Well I think I broke my emergency brake. The other day I noticed I couldn't move the lever easily, so I just left it alone. Today it gave me resistance still so I gave it a tug and boing! Now I can move the lever freely up and down for the first 3 inches. I tested it in neutral rolling down my driveway and if I pull all the way up really tight the back passenger tire locks up, but not the driver side. I guess I broke the cable that runs to the driver side wheel. Any idea of how to fix it or how much it would cost to fix? It's been pretty cold here lately so it may have frozen in one place and snapped.
