Both THS and NorseSaab are correct with their responses.
If you install a new from the box SID, you will need a Tech-II to get all features to work and to clear the "SID UNPROGRAMMED" message which will be displayed each time you start the car.
If you install a used SID (hopefully from an identical car so all features work correctly), you will not need a Tech-II since the SID will remember the settings from the previous car.
The only time I have had inoperative steering wheel controls was during the 5-day window when my SID was pulled so Guy could repair it for me. Have you checked the rear connector on the SID to be sure it is seated correctly?
Remember, the hooks at the inside edge of the connector have to pass through the loop cast into the case before you seat the connector and secure it with the clip on the outboard edge. I know from experience it is not always easy to get the hooks beneath the loop, even when you know they have to pass thru, and the clip will lock with the connector only partially seated.
Hopefully the solution is this easy.
