how to test blower speed controler?

so i got the motor out and on the bench and although the brushes are a bit worn I"ve seen far worse...I don't think it's the motor but not 100% sure. 12v applied to motor directly makes it run like a banshee.
blower only works on top three bar speed setting but does differ and flux on the lowest of the three that works. the lowest three bars on the fan speed do not spin the motor at all. When driving home I ONLY could get 100% full to run.
so I flipped over the brushes to get a new contact surface and slapped back in to test. about the same behavior. going to see if my saab indie has a used 805 motor laying around to test but i'm rather curious of a test procedure for the fan/blower speed controller. simply putting 12v on the two wires to the fan always show 12v no matter what the setting so the difference must be controlled on the ground side.
any suggestions?
