It's a compromise. Can't use asbestos anymore. Don't want people replacing pads every 20,000 the way it was back in the 80's. Don't want brake squeal. Don't want to burn through rotors with each set of pads. And by the way we do want the car to stop really well from over 100 mph. Believe it or not all the manufacturers have had people working on this for years and some have done better than others with the dust, but the dust problem is the lowest priority compared to longevity, noise and most importantly stopping the car from well over 100 mph. If you try dust shields they will scrape on the calipers when new pads are installed and have to be removed until the new pads wear down a couple of milimeters. They also reduce airflow and cooling of the rotors.
