I have seen cases where the car "forgot" the programmed key and the next day, the car remembered it again.
I think it is also possible if they stop halfway through the programming sequence of the remote due to not knowing or power outage of car or so, that it might forget the key and that would be bad.
I can't exactly say what happened in your case.
If it happened to me and I knew I had done everything right but that the micro chip in the key decided to go bad right here and now, I too wouldn't want to pay for it (being the shop or the owner).
Hopefully they have tried all different options with a new antenna ring around the ignition tumbler and such.
Instead of installing a brand new TWICE unit, it is possible to buy a used one with a matching key or chip and have it coded to your car.
It all comes down to what the dealer is willing to do.
It also seems to be someone that can reset the code in your old TWICE unit but I have not tried that one myself.
