~7-8% not uncommon and is often the target. Tadem boat trailers I beleive are considered acceptable at less than single. You'll find loaded boat trailers of both types are often as little as 5-6% (7% being typical minimum recommendation).
The loading and design of boat trailers makes this acceptable where some other types of trailers it probably would not work well. Of course this will still tend to leave you short of 3500 pounds but shows you can get closer than suggested.
