One easy test on your old one is to remove the black intake tubing and pull on the throttle wire. If the butterfly move with the pull of the wire, it is in limp home mode.
It is the toothed ring that needs to be locked up by the solenoid in the back of TB.
I think you have moved the spring the wrong way. I don't know how you manage to get the spring to rest on the metal lever but that part of the spring needs to be moved back counterclockwise to the slot in the black plastic and just a tad further until the toothed ring gets locked up by the solenoid.
