2003 95 ARC 3.0 engine siezed

Well I figured my problem was something related to the timing belt and valves making contact and now that I've gotten into it I'm not so sure that's the case.
The engine is throughly seized. I've taken the valve covers off and eveything surrounding the timing belt. I slowly rotated each of the cams and nothing seems to be hitting and all of the followers are coming back up. I can also see the intake valves moving up and down through the ports in the heads. None of that seems to indicate valves hitting the pistons, right?
The crank won't budge at all, even with the timing belt off.
Could this be transmission related or starter related? I'm just wishing it isn't the crank and bearings, but it probably is.
I guess taking the oil pan off is the next step.
Any advise or similar experience comments are appreciated.
