Headlight lenses going "bad"

The lenses on the headlight (halogen) of my '03 Linear wagon seem to be deteriorating along the top. They are no longer transparent and somewhat "frosted" with what looks like chemical etching. The fronts of the lenses are fine.
I tried cleaning it off with Windex, but it truly seems like the material is etched. Anyone else notice this?
The car is CPO'd, so I thought I'd have the dealer look at it, but if it's not covered I don't want to shell out big $$$ for new headlights when a simple lens replacement would do.
Thoughts?
