I think its up to you, just like oil change interval and oil choice. there is a wide range of "what is right".
me? I always turn them, on every car I do brakes, it is just my preference. (and of course I replace the rotors when they are below spec).
but I don't think that they they *need* to be turned each time. many folks choose to not turn them, put on new pads and drive. may dad did that. its fine.
The only issue I see with not turning is, how do you know if they have worn out of spec? (I know many people have their own micronometer ... and yes that would do nicely)
