Razor saws are sold by Hobby Shops for hobbyists to cut plastic, balsa wood, and other soft materials. Other options might be: a new hacksaw blade, a backsaw or dovetail saw, a rotary saw bit chucked in a Dremel tool.
I have read posts from a couple of guys who have done this. Besides cutting the case open, this repair on the later sirens also required gluing the case together with RTV and letting it cure for a full day before reinstalling in the car.
