Consumers/owners are subject to much looser environmental laws than a commercial business (Repair Shop) is.
It is not against the law for a car owner to puff a little refrigerant into the atmosphere when connecting or removing a can of refrigerant from the low side valve. It is a $10,000 fine for a licensed tech to release the same small puff!
Hence, all the warning language regarding adding refrigerant in a service manual intended for professional techs only.
