Need help with recirculation (long)

I was replacing blower motor today and decided to check if the recirculation works, since I couldn't ever hear it turn on (I just thought it was so nice and quiet). Well, of course, it doesn't work and doesn't make any noise either. After finishing with the blower I took the inside apart. When I unscrewed the recirculation motor plastic pieces fell from it. I noticed that the arm was broken. I thought about gluing it in but decided to check the motor. I turned the car to "on" (didn't start the engine, still had some wrenches around there) and pressed the button... nothing. So I cut took it completely out and put everything together. Now the ACC gives me code 21 (didn't get one before) and I have the motor on my desk...
Ok, questions:
1. Do you have to have engine on for recirculation to work? (that's why the motor didn't turn when I pressed the button, although it didn't make any noises before either)
2. How likely it is that the arm breaks AND the motor as well at the same time (although I had this car for a month, who knows when it actually broke)?
3. Where can I get new/used/reconditioned recirculation flap motor and how much does it cost?
4. If the motor was broken, why didn't ACC give the code 21 before?
