My '01 V6 is having the same problem. It's cool but not cold. I recharged the system with R134a. It got cooler but it's still not all that great. I'm going to replace the cabin filter soon because it hasn't been done in a very long time. The whirring sound you hear are not the compressor. It is most likely the expansion valve. In Saabs rather than cycling the compressor on and off they just use a valve to regulate the amount of coolant going through the compressor which is always on above a certain temperature. As they get old they make that crazy farting sound relevant to RPM but they don't pose any mechanical threat. Maybe you have a clog somewhere?
