Very clever diagnosis!
However, Saab does not provide any specifications or standards that could be used as a benchmark for the data you've gathered. You could obtain your own benchmark easily if.....
Conduct the same tests with the Fluke Scope/Meter on a known good 9-5 and compare the results. A little research shows that the +12VDC at the fuel pump should be constant when the ignition switch is in start or run mode.
My guess from here is that the fuel pump is going; mine failed recently with no prior symptoms.
