It's fairly typical to replace pads and rotors at the same time. As the pads wear down the rotors are wearing as well. At the point that the pads need to be replaced the rotors are worn to the point that they'll be below the minimum recommended thickness before the new pads are worn out.
Also, replacing the pads and rotors together ensures that the new pads and rotors will mesh well and provide good performance.
I've measured the rotors at the time that I'm replacing the pads and have consistently found the strategy of replacing pads and rotors together is sound.
