The head bolts are intended to be torqued into their elastic zone (the steel stretches but will return to original length) but some of the bolts which resulted in the loosening problem had defective metallurgy and were torqued into their plastic zone (the metal stretches and does not return to original length).
Something I heard and remembered, or think I heard, during those "Strength of Materials" clases back in college keeps telling me to NEVER reuse a fastener that has exceeded its elastic limits (i.e. experienced plastic deformation).
I bought a set of 'new & improved' Saab headbolts from a site sponsor before I retorqued my head in 2005. I believe the set of 10 bolts cost me $45. Genuinesaab now sells a high-performance aftermarket bolt set too.
