Actually, those center halogen bulbs are used for high-beam everywhere except the USA and Canada. And a few of us have re-wired our cars so that ours work on high beam as well. It is quite beneficial to do so. While the Xenon lights put out much more light than halogen bulbs, the beam spread is quite wide. Dropping the low beam shutter only serves to allow the "top" of the beam pattern to show. The halogen light, OTOH, has a very narrow beam and "throws" quite a bit further down the road than the Xenons do. Combined, the lights are fantastic, and presumably shine with candlepower in excess of that which is allowed by the FMVSS.
