If you do a good job of documentation the complaint to the local DOT may not be an exercise in futility. Take pics of the damaged tires and the road work being done. Keep receipts for your tires. The fact the work wasn't marked for drivers is important. So is the impairment of your car's safety. Be professionally cordial but give the strong impression of someone who doesn't have the time or the inclination to mess around.

While your service guy is at it, tell him to check for globs of crap on the drive shaft. That can also cause the symptoms you describe. Good luck.
