radiator/cooling fan, one of them is not working?

02 9-5 aero
I am not sure which one is technically the cooling fan, but I assume it is the one on the drivers side of the car, as it is larger than the one on the passenger side.
When the AC is on low, i would assume that both those fans would be running if the car were up to temp on a 92 degree day and sitting at idle, but the only fan that runs is the fan on the drivers side.
Thinking this may have something to do w/ the fact that my AC is just cool all the time, and when sitting for more than 2-3 mins, it is barely tolerable to continue sitting in the car on a sunny warm day.
I checked both the interior fuse box, and engine compartment box and did not see any relay or fuse stated for AC Fan?
Any ideas?
BTW: where is the low pressure port on this car (02 9-5 aero)
