do you have a CEL? sounds like a failing TPS (which is integrated with the TB in or saabs)
I *thought* that the TB had redundant TPS. This way the computer can detect a discrepancy between the two. When a discrepancy is found, the computer will drop you into limp home mode, the express purpose being to prevent the surging that you describe (which can be dangerous at a stop light for example).
OTOH surging could also be due to vacuum leaks ... though I would expect that in park and neutral as well.
