I just checked my MY99 wagon, and it can only be the lower bar on the front seat, which is not designed to be an anchor point, but I imagine it would do in a pinch.
Just did a case with a vehicle rollover, at high-speed (90 to 100 mph), and there was a car seat base, and a mounted car seat in the vehicle. Amazing - the car seat pulled right out of the base, without an occupant. The base was held in place by the central seat lap strap, and had broken where the strap held the plastic in position.
I doubt if a tether would have helped.
We never used the tethers when we had our twins infant car seat, mounted in the middle and left outboard positions. Even now, with forward facing Britax Marathon seats, I use the rear tether in the MY05 wagon, located at the back of the rear seats.
You could use the rear tethers, in so-called Australian method, but the tether then passes over the seat, making it harder to get the infant in an out.
