I think you have to figure out how YOU want the car set up. The Aero is built for high performance, and the wheel/tire thing is just part of that. If you're thinking about keeping the car for a long while, IMHO the 17" alloys and speed-rated tires are the way to go. (And there are lots of alloy wheel/tire combinations to consider - have a look around Tirerack, f'rinstance.) As far as saving some $$ goes, the Aero likes premium fuel, so it's not about to be a cheap car to run anyhow.
The 2-piece BBS wheels are what I'd call "high maintenance" items. The factory finish inevitably fails, and the wheels start to corrode. Do a search on BBS here to see what people have done.
FWIW, I think the BBS wheels look really nice on the Aero, but I don't think I would have shelled out the $$ for them if they hadn't come with the car. The Klingon alloys were the default wheels on the '01 Aero, AFAIK.
