Question about high beams on 2004 with bi-xenons

I just bought a 2004 Arc with bi-xenons. Before picking it up I asked the dealer to set the headlights and fogs to 1 "Euro" using the tech-II. I still have fuse 35 in place, so I have the DRL's with the city and cornering lights (but no low beam). The xenons and fogs works exactly as they are supposed to (and they're fabulous).
My question centers around the flash-to-pass halogens. There's been quite a bit of traffic on this issue, and I have tried to make sense of it, but I cannot find an answer to my question. Simply put, these halogen bulbs do not illuminate under any circumstances. I have no flash-to-pass capability at any setting of the light switch, even with the car turned off. None.
My goal is to have halogen flash-to-pass when driving, while retaining the euro-DRL's. Did the dealer mess something up with the tech II? Do I have a blown fuse? Anything else?
