The TechII reprogramming just does away w/ the "dead spot": that range of temps where the guage just sits dead center. I don't remember the range but is a programmable feature by setting the low temp and high temp value. By setting low = high, you effectively remove the dead spot. In past posts, I believe someone said that Saab did this to keep drivers from being concerned as the needle fluctuates during normal temp changes, similar to your observation about the Mountaineer. Do a search on "temperature gauge Tech II" and you'll find many past posts on this subject.
