From what you describe, I understand that the car's right hand (when you think of it from the driver's seat looking forward) fan is not turning on. Although I can't say for sure this is your problem with regards to your A/C not being cool enough (other factors come into play such as proper charge levels with regards to high and low side of your a/c system), I can give you info on the wiring for your right hand fan.
The black wire (the one on the car's wiring connector, not the fan's wiring connector) goes to ground. The red wire (again, on the car's wiring connector, not the fan's) goes to connection 87 of relay 396 which is the high speed relay for the RH fan. It is located in the main fuse box in the engine bay. Relay 396 obtains its power from fuse 14 which is located in main fuse box in the engine bay behind the battery.
Assuming fuse 14 is good, I would tone out the wires between the fan, relay, and fuse box to check for breaks in the wiring. In other words, tone out the red wire from the fan to connection 87 on relay 396. Then, from connection 30 of relay 396, tone out the wire from the relay (again, connection 30) to fuse 14 in the fuse box in the engine bay behind the battery.
If this all checks out, most likely your problem is with your DICE computer (located above the dashboard relay box) not being able to energize the 396 relay. Confirm that connection 2 (the wire will be green with a white stripe) of relay 396 is connected to connection 14 of connector H43-1 (white connector in connector bracket under LH A-pillar) and in turn that connection 14 of H43-1 is connected to position 51 of your DICE computer's wire connector. If there is a break in the wire, I am sure I don't have to tell you to fix it. Also, ensure that all connections (i.e. connectors at the relay, H43-1 connector, and the connector at your DICE computer) are good and rust free. If all the wiring checks out, you may have a problem with your DICE computer.
