If the steering is off center then either the steering wheel has been installed on the shaft incorrectly (unlikely, and on some vehicles impossible) or the alignment needs correction.
The correct process for doing an alignment requires that the steering rack be centered first. The steering wheel must be centered when the rack is in its center position. If not, the steering wheel needs to be turned on the splined shaft so it is straight. Most shops will center the steering wheel and assume that means the rack is centered as well - not always the case.
Now that you have the steering rack and steering wheel straight you can adjust the tie rods to produce the correct amount of toe in.
Note that for some reason it's very difficult to find a tech that actually understands how to do an alignment and the interaction and sequence of the settings. I ALWAYS need to take my vehicles to the shop multiple times to get the alignment done correctly - this has been invariant with shops in different cities and provinces in the last 30 years. I have never returned to a shop twice since they have never done the job right the first time.
My 9-5 is at a new shop today, recommended by a local Saaber. We'll see how they do. They had a few good signs to see when I was there:
* lots of big highway trucks in there, including a few stripped to the frame getting straightening work done.
* experienced looking older guys working there.
* no fancy waiting area, receptionist, etc.
* I talked to the guy that was going to work on the car, and he asked intelligent questions about the job.
