there is no recirc "fan". The recirc motor is a stepper motor which moves a flap open or closed (open to allow fresh air in, closed to recirculate the cabin air)
so when you press recirc "on" you hear a constant buzzing that never stops? and when you press it "off" it stops?
when you press it on or off you should here the motor actuate, move the flap (either open or closed) and then stop.
It might be worth it to pull the glove compartment and take a look see.
