So it seems that you have full power, that's good.
The other wire is a ground signal (electric 101, you need power and ground).
So if you apply a ground wire to opposite of the 12V wire, the fan should spin full blast, if it does, the motor is ok and you need to find out why the ACC system is not applying ground from the fan controller.
That is more than I would be able to guide you with in writing but it is not unheard of that the fan controller dies on Saab's. Replacing the controller on a 9-5 though is quite a bit of work (and expensive part at $340.00) so you need to exhaust all the easy stuff first.
