Sorry, no answers for your CEL question or the specific PCV update issue. Is the PCV a recall/warranty issue? I'm not sure since mine is still under CPO, and I will have the dealer fix it next time I'm in.
As for suggestions for places, I also live in the Twin Cities. You can look in the mechancis lists for MN for some places. I go to several including my dealer Schmelz in Maplewood.
Foreign Service (Roseville) - Great driveability specialist and Stew is great, prices are not cheap, but average. Plus, he is great with helping you figure out the problems and provide options to fix or to let you DIY. The rest of the crew is also good and they also have loaner Saabs/Volvos if you need them. Foreign Auto Specialist (Minneapolis) - Does good work and works nearly exclusively on Saabs. He works alone and can be a little "direct", but he's also cheaper than average. Also, Jerry just bought the $$$ Saab software package to work on the new Saabs including warranty stuff. I think he recently raised his hourly rate slightly, but still less than the others.
Andrews of Princeton - They are often quoted for there Sludge experience and knowledge. I have never used them since they are not close; they are about 1 hr N/NW of the Twin Cities. I have been up there a few times to look at used Saabs and they seemed like a good operation. I think their prices are lower because they are not in the metro. You can also do their local drop-off/pick-up where they truck your car for a small transport fee.
