Quick Transmission Question

Whenever I go up hills or inclines at any kind of speed my car will downshift for half a second then upshift quickly to fourth keeping RPMs real low (about 1500) but the boost pretty high. It chugs up the hill very nicely but then when I get to the top it seems to stay in 4th and act sluggish. It won't downshift unless I hit the gas a little harder but then it downshifts seemingly much harder than usual. It's a 2001 V6 with 170k miles so it's got the auto 4 speed. Is this something I should be concerned about? It seems to act fine otherwise. I had the transmission flushed completely within the past 10k miles. Thanks.
