Might be the infamous Orange Relay.... Have you checked fuses already? Is the wiring intact and not corroded? Are you sure the low beam lamps still work? The low beams and high beams use the same lamp type, an H7, so you can switch lamps between headlight assemblies to verify lamp operation.
The other obvious possibility is the Orange Relay with sits in the underhood fuse and relay block assembly. It is the only relay with an orange cover and its purpose is to sense the current flowing to the lamp filaments to alert you when a lamp burns out. Unfortunately, it is subject to failure also, and when it fails it usually causes perfectly functional lamps to not illuminate!
A new relay is expensive. $150 for the SAAB branded model, $80 for the aftermarket branded model. Some owners have had luck repairing cracked solder joints on the relay's internal circuit board which are the usual cause of relay failure.
