Yes, be suspicious of the starter cable. Measure the voltage at the battery plus terminal while you are trying to start and then do the same thing with the meter lead on the starter terminal. The difference between the 2 is the voltage drop in the cable.
You should see 7.5-8.5 VDC at the starter while you are trying to start the car. If it's just a couple of volts the starter cable should be replaced.
