Maybe they have a bum reader?
It's my understanding that any ODB-II reader can read the CEL code from any OBD-II car. The interpretation of that code might be manufacturer specific, depending on the code.
There are lots of other codes, and data on a saab that cannot be read by the OBD-II reader, only by a tech II. For example the ABS, the ACC, the TWICE etc are all invisible to an OBD-II reader. And an OBD-II reader cannot WRITE to the car (aside from clearing the CEL codes) ... it cannot make changes to any of the settings on the car.
But as far as reading a CEL code, any reader should do it.
