02 Sensor

Hello all:
My CEL (check engine) came on the other day and I had it checked at the auto parts store. Said P0135 02 sensor, Bank 1 Sensor 1 no activity. Is that something that can be checked manually, and if so where is that sensor on the 95 V6 SE?
Also, I noticed a tube that comes from beneath the engine, comes up near the + terminal of the battery and then runs just to the left of the brake fluid res. and seems to run to about the firewall. However, mine is just laying there. I have attached a link to a photo of it:

The last guys to look at something related to the AC were clearly in that area, and I wonder if they didn't put something back. I do notice a small port at the side (right as you face car) of the brake fluid that has nothing attached to it? Can anyone identify this tube/hose?
I have a 2001 V6 95 SE. The only issue I have with the 02 sensor issue right now is that it tends to surge a bit and not hold constant acceleration when you first start out to drive--but otherwise seems fine. My extented warranty "says" it's covers it, but ever time I take it Midwest Auto Group in Columbus they always start some game like telling me that what is there already is not a genuine part when nothing has ever been done to it. So it's frustrating to say the least.
