I don't know if this will solve your problem or not but what I've done to lubrcate the paraking brake cables is to remove the rear wheels and slide back the little rubber protective boots near the end of the cable and shoot some WD-40 in there as far as you can stick the red straw. Then I take some white lithium grease and pack it around the area where the cable emerges from the sheeth before sliding the boot back on. It's always worked for me.
