I had a very similar problem with my car. First time I took it to the Saab dealer to have the clutch changed and for some reason my steering wheel came out tilted to the left when driving on the highway. Very irritating to me as you mentioned. Took it back a couple of times and they never did get it quite right. I ended up going to a tire shop and they finally got it right after the second time. Then of course the car was hit in the parking lot 6 months later and it went to the body shop only to end up with poor alignment and a tilted wheel again after they replaced some suspension parts. I then took it to the tire shop and finally got it corrected after the second time. I'm not a mechanic but after all this and reading up on things on the net it is basically based on where they lock the steering rack during alignment. I guess most shops don't take the time to make sure the steering wheel is centered perfectly when doing the job, but just make them do it over again until you get it perfect becasue your going to have to drive the car every day and they are just trying to avoid the extra work that they are going to have to do because they didn't do it right the first time. Also make sure you're driving in a parking lot or a very flat road that doesn't curve towards the right much becasue this will very slightly make the car drift to the right and thus you will have to tension the steering wheel slightly to the left (Very slightly) when driving on a curved(non-flat road). Also don't even think about rotating the tires around that is cheap attempt at the garage to make you think it's some other sort of problem. They did it with me too and it didn't drive any different until I made them readjust the alignment.
